What Is a PRI, Technically?

Since you asked for the technical layer, here it is. PRI is part of the ISDN (Integrated Services Digital Network) family of standards, and in North America it rides on a T1 circuit. A T1 delivers 1.544 Mbps of total bandwidth, divided into 24 timeslots of 64 kbps each, called DS0 channels. A PRI splits those 24 timeslots into 23 B channels (bearer channels, carrying the actual voice) and 1 D channel (the signaling channel), a configuration universally shorthanded as 23B+D.

The D channel is what made PRI a genuine improvement over the analog and older T1 signaling methods that came before it. Instead of signaling in-band, mixed in with the voice audio itself (the old robbed-bit signaling approach), PRI uses out-of-band, common-channel signaling based on the Q.921 and Q.931 protocols. Q.921 handles the data-link layer framing on the D channel, and Q.931 handles the actual call control: setup, teardown, caller ID delivery, and direct inward dialing. That separation is why PRI could deliver clean caller ID and DID information reliably, and why it became the standard trunk for enterprise PBX systems through the 1990s and 2000s.

Physically, the circuit terminates on your premises through a Channel Service Unit / Data Service Unit, commonly called a CSU/DSU, or an integrated PRI interface card inside your PBX or voice gateway. The circuit itself typically runs Extended Superframe (ESF) framing with B8ZS line coding, technical details that mostly matter to whoever is troubleshooting a T1 alarm at 2 a.m., but they are part of why a PRI installation historically required a certified telecom technician rather than an IT generalist.

None of that is inherently bad engineering. For its era, PRI was a genuine leap forward: two dozen simultaneous calls on a single circuit, fast call setup, and reliable signaling. The problem is what has happened around it since.

Why this matters for your decision: every piece of that technical stack, the T1 loop, the CSU/DSU, the PBX interface card, the carrier's TDM switch on the other end, is physical infrastructure sitting at one location.
