For more than 50 years, calling 911 has worked the same way. You dial three digits, a voice answers, and you describe your emergency out loud. The system behind that call was engineered for landlines and analog switches, in a world where nobody carried a camera, a GPS receiver, and a video studio in their pocket.
That world is gone. And the 911 system is finally catching up. I have spent more than 45 years in technology and 25 of them running Carolina Digital Phone, and I can tell you the rebuild of America's emergency calling network is one of the most important infrastructure projects most people have never heard of. Here is what you need to know.
What is Next Generation 911, exactly?
NG911 is a complete replacement of the nation's emergency calling infrastructure, moving 911 from analog phone circuits to secure, Internet Protocol based networks. Instead of a system that can only carry a voice call to a fixed address, NG911 lets 911 centers, known as Public Safety Answering Points or PSAPs, receive:
- Voice calls with clearer audio and faster, more accurate routing
- Text messages for situations where speaking out loud is impossible or unsafe
- Photos and video so dispatchers and first responders can see the scene before they arrive
- Precise location data pulled from the device itself, not just a billing address on file
- Data from connected devices, from vehicle crash sensors to health monitors
The technical foundation is the NENA i3 standard, developed by the National Emergency Number Association. It defines how calls, texts, and data move across Emergency Services IP Networks (ESInets) and reach the right PSAP every time. The FCC has been actively driving the transition, adopting a national NG911 framework in 2024 and new reliability and interoperability rules in June 2026 that require the companies running these networks to build in redundancy and report on their progress.
Why does NG911 matter to you?
It matters because seconds save lives, and information saves seconds. Think about what a dispatcher can do with a live video feed of a fire, a photo of a crash scene, or a text from someone hiding during a break in. Every additional piece of information means responders arrive better prepared, with the right equipment and the right expectations.
NG911 also fixes one of the oldest weaknesses in emergency calling: location. Legacy 911 was built to look up a fixed address tied to a copper phone line. NG911 uses GIS mapping and device based location to route calls to the correct PSAP and pinpoint callers, even on a cell phone indoors or in a rural area. If you have ever worried whether 911 could find you, this is the technology that answers that worry.
And because NG911 runs on geo redundant IP networks, calls automatically reroute when a call center is overloaded or knocked offline. When Hurricane Helene devastated western North Carolina in 2024, the statewide ESInet rerouted 911 calls seamlessly, so anyone who still had dial tone could reach help. Is NG911 available in North Carolina?
Yes. North Carolina is not catching up to Next Generation 911. It is one of the states that led the way.
Durham 911 became the first PSAP in the entire country to go live on a next generation ESInet, back in November 2018. From there, the N.C. 911 Board methodically migrated call centers across the state, and by early 2024 every board funded PSAP in North Carolina was on the NG911 network. The state also built a statewide GIS geodatabase, refreshed monthly from local mapping authorities, so calls route based on accurate, locally maintained map data.
In plain terms: if you live or work in North Carolina, next generation 911 is not a future promise. It is how your 911 calls are handled today, whether you dial from Greensboro, Charlotte, or a mountain county. What about South Carolina, Virginia, and the rest of the country?
Deployment elsewhere is a patchwork, and that is the honest answer. Some states run statewide ESInets like North Carolina. Others are moving county by county or through regional cooperatives, like the coastal South Carolina counties that share one NG911 architecture. Nationally, a little over half of U.S. 911 centers have adopted NG911 as of 2026, with coverage projected to approach 85 percent in the coming years. Capabilities like text to 911 and photo or video sharing still vary depending on where you are standing when you need help. The federal 911.gov program office tracks the national transition if you want to check your own area.
So if you see a headline that says NG911 is not available everywhere yet, that is true. But the direction is set, the FCC rules are in place, and the buildout is accelerating. Your 911 location data is handled correctly
Federal law now requires it. Kari's Law says every multi line phone system must let anyone dial 911 directly, no 9 for an outside line first, and must notify someone on site when a 911 call is placed. RAY BAUM'S Act requires that a dispatchable location, meaning street address plus floor, suite, or room where it applies, travels with the call. The move to IP networks is the foundation, not the finish line. Based on what is already being piloted in PSAPs across the country, here is what the next decade of emergency calling looks like.
Live video from the caller
Smartphone features like Emergency SOS live video already let callers stream directly to equipped 911 centers, and AT&T's ESInet, the network North Carolina uses, added picture and video messaging support in 2025. As more PSAPs adopt multimedia handling, video will move from novelty to standard practice, giving dispatchers eyes on the scene before the first unit rolls.
AI assisted dispatch
911 centers nationwide face chronic staffing shortages, and artificial intelligence is stepping in to help, not to replace the dispatcher. AI tools now transcribe and translate calls in real time, summarize incidents, flag priority cases, and triage the flood of duplicate reports that follows any major crash or fire. What should you do right now?
Three things, and none of them are complicated.
- Know your local capabilities. Text to 911 is live in most of North Carolina, but coverage varies by county and state. Check with your county PSAP or 911.gov, and remember the standing guidance: call if you can, text if you cannot.
