It is almost always a mix of local internet, a handset or softphone, number routing, 911 location data, or a platform that nobody on the phone can actually change. I have been in technology in North Carolina since the late 1970s. What does a "broken phone system" actually look like?

A receptionist hears one-way audio. A school front office cannot transfer a parent. A plumber's mobile app drops registration on a job site. After-hours calls land on a holiday greeting that still rings an empty extension. A number port is "complete" on paper and callers still hit the old carrier. A 911 test call shows the old suite number. Business SMS stops delivering because a campaign tripped a carrier filter and nobody on support knows how 10DLC registration works.

Where do most voice and messaging failures start?
After 25 years of hosted communications, I can sort most trouble tickets into four layers. Miss one of them and you will spend the morning blaming the wrong vendor.
The local path. Bandwidth at peak, latency, jitter, packet loss, Wi-Fi dead zones, PoE switches, and a router that reboots when the HVAC kicks on. The device. A desk phone with a stale firmware load. A softphone that never got a new certificate. A headset that works on Zoom and fails on SIP. A mobile app that looks registered and is not.
The hosted platform. Geo-redundant data centers, SIP registration, call routing, auto attendant, call queues, voicemail-to-email, call recording retention, and the AI attendant that is supposed to catch overflow. If your provider is reselling a white-labeled national UCaaS stack, the person who answers your call often cannot touch this layer.

A national brand can sell you every one of those words on a pricing page. The question is whether the human on the phone can work all four layers without handing you to "tier two."
What happens when you call a national support queue?
I am not going to pretend RingCentral, Nextiva, and 8x8 built weak products. They did not. They built large unified communications platforms with cloud phone service, video, team chat, call center tools, and an app for every device. Plenty of enterprises run them well. You wait. You repeat the account number. You get a callback window, not a name. The first agent can reset a password and reread the knowledge base. How should you handle the first hour of an outage?
Do not start by swapping phones. Start by writing down the pattern.
- Who is affected: one extension, one site, or every user including the mobile app?
- What still works: outbound, inbound, SMS, the AI receptionist, internal calls?
- When it started: after a power flicker, a firmware night, a holiday schedule change, or a port date?
- Where people are: on Ethernet, on Wi-Fi, or on cellular data?

If the network is up and registration is down, call the provider that actually operates the platform. Ask them to look at the SIP trace while you are on the line. If they cannot, you have learned something important about the contract.
What about number porting, 911, and business texting?
These three topics create more quiet disasters than any codec setting.
Porting. A business number port is a coordinated handoff, not a checkbox. The FCC sets the rules. Reality still depends on clean CSR data, a correct FOC date, and a provider who will keep a temporary call path alive on cut day. 911. Interconnected VoIP providers have to deliver 911 with callback and location information. Multi-line systems have extra duties under Kari's Law and RAY BAUM'S Act. If your staff work from home, dispatchable location has to follow them. A local engineer will test this before go-live. A chat widget will send you a PDF.
Messaging. Business texting from your real number is now part of unified communications, not a side app. Carriers require A2P 10DLC brand and campaign registration. When delivery fails, you need someone who can read the rejection, not someone who tells you to "try again later."

How do you tell a vendor from a partner before you sign?
Skip the feature matrix for ten minutes and ask these out loud.
- If I call support at 8:05 a.m., do I reach a voice engineer who can change routing, or a generalist reading a script?
- Who operates the platform my calls actually ride: you, or a wholesaler?
- Can you come on site in North Carolina if the problem is a switch, not a setting?
- Will you absorb taxes and fees in the quote, or am I hunting line items in month four?
- How do you handle 911 address updates, SMS registration, and after-hours overflow on the same team?
- What happens on port day if the losing carrier slips?
